Videos Documenting Dangerous Defects in HGV and PSV Annual Tests
Introduction
The Driver and Vehicle Standards Agency (DVSA) has introduced a new feature in the HGV and PSV annual testing process to improve the documentation of risky defects. This advancement is critically important for transport operators, drivers, and compliance professionals, as it enhances the clarity and accuracy of defect evidence, supporting more efficient dispute resolution and compliance management.
Video Capture of Dangerous Defects
Building on the existing capability to capture images of dangerous defects within the Vehicle Testing App (VTA), the DVSA has now enabled testers to record up to 10 seconds of video footage. This video evidence is used when still images do not sufficiently demonstrate the nature or severity of a defect.
How the Process Works
Vehicle Standards Advisers (VSAs) will use the in-app camera on the VTA to record videos of dangerous defects during vehicle tests. These videos are securely attached to the vehicle’s test record within the DVSA’s internal Vehicle Testing Management (VTM) platform.
Access to the videos is restricted to VSAs and is available only for the duration of the retest period, ensuring controlled and secure handling of the evidence.
Implications for Transport Operators and Compliance Professionals
The introduction of video evidence aims to reduce the time taken to respond to disputes and appeals related to dangerous defects. By providing clearer and more extensive documentation, the DVSA seeks to enhance transparency and improve the efficiency of the testing and compliance process.
Mi Compliance Insight
Transport operators and compliance professionals should familiarise themselves with this update to understand how video evidence may impact defect reporting and dispute procedures. Ensuring that drivers and staff are aware of these changes can definitely help in managing compliance expectations and preparing for retests.
